What matters, and why
The AUSMASA Mining Research Bulletin for April 2025 has 55.17% of Australia's mining workforce based in the capital cities by 2024, so a roster without travel days and rooms attached is half a roster. The pattern carries health weight too: a 2018 Medical Journal of Australia study of 1,124 remote mining and construction workers found 28% with high or very high psychological distress, against the 10.8% national figure the study used, and a 2/1 roster carried 2.4 times the odds of higher distress than a 4/1.

Fatigue limits are set by the site
What matters, and why
The hour caps, break minimums and consecutive-shift limits a crew works under come from the client's site standard as much as from the contractor's own policy, and they differ from site to site. WorkSafe WA's Safety performance in the Western Australian mineral industry 2023-24 records contractors on 56% of hours worked on WA mine sites, against 44% for company employees, so a site's fatigue standard is enforced mostly on contractor rosters, with the stricter rule expected to hold and a record to show it did.

When it goes wrong, the contractor answers
What matters, and why
WorkSafe WA's September 2025 announcement records a $540,000 fine for an underground mining contractor over an October 2022 rock fall that killed a driller. Under the Work Health and Safety Act 2020 (WA), industrial manslaughter carries up to 20 years' imprisonment and a $5 million fine for an individual PCBU or officer, and a $10 million fine for a body corporate, which puts a contractor's directors and officers personally in the frame, with dated shift records as the evidence.

ABS Australian Industry data for 2024-25 has mining earnings down 20.5%, or $47.4 billion, while wages and salaries rose 7.9%, the climate in which a principal queries every claimed hour on a progress claim.
