Licensed, and able to prove it
What matters, and why
Hosts in a licensed state check the register first, and the exposure runs both ways. Queensland's Labour Hire Licensing Act 2017 sets a maximum of 3,000 penalty units for a corporation for supplying labour hire unlicensed or for engaging an unlicensed provider, and licensees lodge a report within 28 days of each six-month period ending. South Australia widened its scheme to every industry from 29 January 2026, and ReturnToWorkSA notes the grace period closed on 29 July 2026.

What matters, and why
Hosts put the same request to several providers and take whoever confirms first. The market has loosened since the peak: the Australian Bureau of Statistics counted 329,500 job vacancies in May 2026, 30.3% below May 2022, so hosts can afford to be choosy. It has not gone quiet, with the same release showing 19,900 vacancies in construction and 10,300 in mining, so an afternoon on the phone is an afternoon a competitor spent filling the order.

What matters, and why
Every credential in an on-hire pool expires on its own cycle, and each host wants a different set. SafeWork NSW puts a high risk work licence at 5 years across 29 classes, renewable for up to 12 months past expiry, beyond which the worker retrains, is reassessed and reapplies. The register is also rebuilt constantly: the Australian Bureau of Statistics found 55.3% of labour hire workers had been in their current job under a year in August 2024.

Your WHS duty travels with the worker
What matters, and why
A provider is a PCBU in its own right, with the same duty of care to an on-hire worker as the host has. In NSW the industrial manslaughter offence has applied since 16 September 2024, with maximum penalties of $20 million for a body corporate and 25 years' imprisonment for an individual whose grossly negligent breach causes a death. Fatigue sits inside that duty: SafeWork NSW rates 17 hours awake as equivalent to a 0.05 blood alcohol content, and 20 hours as 0.1.

What matters, and why
Wages go out weekly, the host pays later, and the invoice a slow payer queries first is the week with unsigned hours on it. ASIC's June 2026 Corporate Insolvency Update puts construction at 24.4% of insolvency appointments from 1 July 2025 to 31 May 2026, the most common industry. The Payment Times Reporting Regulator found large businesses averaged 64 days to pay 95% of their small business invoices in the first half of 2025, up from 58.

Workers submit the timesheet against the placement, the host or your coordinator approves it, and that one record feeds the pay run and the invoice, reaching Xero over a two-way connection. Humanz does not calculate pay or chase debtors: it gives you approved hours locked against each placement as the week runs, which shortens the invoicing cycle and takes the usual argument out of the invoice.

What matters, and why
Every provider fishes the same pool, and the pool stays with whoever keeps it working. The Australian Bureau of Statistics found that in August 2024, 73.6% of labour hire workers had no paid leave entitlements and 25.8% wanted more hours, more than double the 11.8% of all employees. A worker who misses a shift they could have taken, or gets short-paid because a timesheet was late, tries the provider across the road next week.

Can Humanz show which workers are available and qualified for a specific client?
Yes. The pool is filterable by availability, trade, tickets, hour limits and the specific client's site clearances, so a request is answered from workers who can genuinely take the placement. Open shifts can then be broadcast to all of them at once with one-tap responses.
How does credential tracking work for an on-hire pool?
Every worker's licences, tickets, inductions, medicals and VOCs are held with expiry dates and verification records. Alerts fire before anything lapses, and placements check the requirements of the client and site involved rather than a generic list.
How do new workers get into the pool?
New workers onboard from their own phones, with documents, tickets and licences uploaded once and held on their profile with expiry dates. From there they appear in the live pool with availability and credentials attached, ready to be filtered into the next placement.
Can clients approve timesheets for the workers placed with them?
Approval workflows are configurable, so hours can be approved by your coordinators or routed for host sign-off before they lock. Either way the approved record feeds payroll and invoicing from the same data.
Does Humanz help with labour hire licensing obligations?
